I'm having an identical issue with an identical system (Dell XPS m1330).
Re-installing or using conservative mode are not great options for me.
Can we please re-open this bug? As the original poster noted, there are
likely many unreported cases of this issue.

I'm going to mark this as invalid - having gotten tired of randomly
losing ondemand scaling i just went ahead with a re-install and it seems
to be working fine. (daily of 04/16 updated
If there are any others with same issue I'll note that conservative mode
should work or for temp fix
