You tried to start schooltool as a user. Need sudo:
sudo /etc/init.d/schooltool-2009 start

You tried to change process' group while starting paster as user with
uid=1000 (which usually doesn't have rights to to that). Remove "--
user=schooltool --group=schooltool" from your command or start it as
root.
