I installed from an Ubuntu 9.10 CD. I have applied all upgrades.
I checked, and I DO have indicator-session (0.1.7-0ubuntu3) and
indicator-applet-session (0.2.0-0ubuntu2) installed. A reinstall and reboot
didn't help.

This is likely caused by you not having the indicator-session package
installed. Did you upgrade? Install from CD? How did you get the
package?
