Confirming this issue in Karmic using OO3.2 and Lucid using OO3.2. Able
to shutdown the system only exiting the OO Quickstarter.

I have this issue as well. (AMD64 10.04 beta 1)
BTW, the quickstart icon lacks transparency as well, thus not
integrating properly with the new "Ambiance" lucid GTK theme.

Confirmed using a fully updated lucid i386 installation.
Note: I can only reproduce the problem if I actually run one of the
openoffice applications e.g. writer before attempting a restart.
