Right. So my computer, which worked fine via Compiz in Karmic, is now
almost unusably slow and Compiz-less in Lucid, and this bug remains
unassigned just a week or two before release.
Still, it's only a substantial regression in an LTS. Why bother fixing

I must report that Robert Hooker's suggestion above made no difference
to my situation: compiz will not start even after that command and a
reboot.

I can confirm that I am seeing exactly the same thing with my Radeon
9200 in the latest Lucid (dist-upgraded this evening, the 28th of
March). No compiz unless KMS is turned off. Even then, it is
substantially slower than it was with Karmic. Indeed, non-composite 2D
has degraded substantially too:

I removed my xorg.conf file, but it didn't change anything: the problem
still exists, and I can see no difference between booting with and
without xorg.conf.

I notice you have an xorg.conf file, but pretty much everything in it
should already be included by default. But just in case one of those
settings might be triggering some odd behavior, could you please try
moving aside your xorg.conf and boot X with no xorg.conf at all, and see

Well, it seems the issue of booting to tty1 instead of tty7 is a plymouth bug,
so it's not important here.
But, anyway, adding radeon.modeset=0 allows me to get hardware acceleration.

Well, removing vesa= option didn't change anything, I saw no difference.
However, adding radeon.modeset=0 gave a good result. My system booted to
console login, but after switching to tty7 I saw well-working X with hardware
acceleration, and I was able to run compiz, and any other 3d-applications
Indeed swrast is being used and there is no GL acceleration happening.
It looks like radeon is loading way too late in the boot process and not
ready by the time X starts in this particular case.
