This is by design. We no longer fullscreen the window to introduce the user to the desktop background and window controls. There was a bug earlier in the cycle whereby the minimize button was showing, but that should be fixed in the latest daily-live CDs (http://cdimage.ubuntu.com /daily-live).

If this is in installer mode, please reassign the bug to ubiquity (not sure why guigui14100 changed the package) stating that in your opinion, ubiquity should be in fullscreen mode in installer mode to not have to use the scrollbars on small screen size. So, feel free to change the package targete
