hm, there's no common file in locales-all and language-pack-en-base. Also, it
builds fine w.o. language-pack-en-base. Can you find out why the b-d on
locales-all is present (running strace during the build looking for
/usr/lib/locales-all/supported.tar.lzma might give some clue why it's required
