That file (/usr/share/xml/iso-codes/iso_3166.xml) is definitely on the
CD, so its absence indicates a CD read error. I suggest burning the CD
at a lower speed (if applicable) and cleaning the CD drive lens with the
sort of cleaning kit you can get at electronics shops; then perform a CD
integrity c

You should be able to install Ubuntu with the Alternate- CD.
