Here is a workaround: In /etc/privoxy/config change the line
listen-address localhost:8118
to

Confirming, firefox doesn't connect with privoxy's default configuration.
The ipv4 port 8118 is closed, only the ipv6 8116 port is listening:
nmap -p 8118 localhost
