Right, then the kernel shields the processes from each other (in
particular, their information from /proc, and Apport gets an EACCES
error). This is not something that we can fix in Apport.

Running the processes with a different group causes this bug to appear.
The shells from which konqueror and ubuntu-bug were started were running with
different groups.
To reproduce, change your active group in one shell using the newgrp command.
