Yes. It makes absolute sense to require root privileges to update the
packages. If it didn't, then someone could simply replace your repos
with repos filled with trojans, update, and the next time you installed
a package, you would actually be installing a rootkit. Read up on apt.

I think this should be rejected. To see if there are any updates, you
must update the list of packages, which requires sudo privileges.
