Thanks for the report, this bug was fixed in Karmic (and remains fixed
in Lucid) by creating .eaglerc at runtime (owned by user).

In my opinion, we shouldnt start eagle at installation time, but find a
way to create the license files when the user runs the program the first
time (maybe using gksudo).

root:root after installation from package.

Eagle has to run once as root in order to create the license file. I'm
looking into this but I'm not sure I know of a clean solution. Maybe
just deleting the eaglerc dir after it runs..
