Well, that's sort of a fix but as I am using Hardy LTS because I don't
want to be upgrading and the the latest available version for Hardy is
1.3.5-2~hardy1 it doesn't quite hit the spot for Hardy LTS users.
Should I be reporting this as a Hardy bug instead?

audacity 1.3.9 in Ubuntu 9.10 (karmic) is not affected. So the bug is
already fixed.
Either upgrade to Ubuntu 9.10 (karmic) or downgrade the package to
1.3.4. Version 1.3.5 is provided through the karmic-backport.

Of course, Update Manager then told me that I should be updating to
1.3.5, so I thought I would give it another go.
Result: 1.3.5 has problem, 1.3.4 doesn't. Reproducible on my system.

After filing bug report I regressed to Audacity package 1.3.4-1ubuntu1.
This version does not have the problem and works fine for Effects
previewing.
