I can also reproduce the problem following these steps:
1 - System -> Administration -> Language Support -> Install/Remove Languages ->
Hungarian -> Check the INSTALLED box -> Apply Changes
2 - Enter your sudo password -> Click OK
3 - Wait for the installation to complete.
4 - Click Close to the
Sorry, I totally forgot to mention that I'm Hungarian, so the texts -
including the icon texts - are in Hungarian language. If I start the
program from the command line with "LANG=C tomboy", the icons fit in the
window, but in Hungarian the icon texts use too much space.

I booted a vanilla installation of Ubuntu 9.04 and Ubuntu 9.10 with
updates. I tested both 1024x768 and 1280x1024 but I was unable to
recreate the problem.
Is it possible to take a screen-shot of the problem?
