I tried the update manager again after installing 9.10 386 alternate iso
with encryption on another PC. Similar results, but I was able to
determine this time that it was a mis configuration or firewall issue at

I apologize for not updating my comment sooner. My issue turned out to
be a misconfiguration in my firewall. I suspect that others who are
experiencing this issue may also have firewall misconfigurations or
other network connectivity issues external to the core ubuntu install.

Apparently those reporting the bug are unable to connect to one Ubuntu
mirror, the one at us.archive.ubuntu.com.
It would be worthwhile for anyone experiencing this issue to try using a
different mirror, in a different country, such as de.archive.ubuntu.com,
and see whether that allows them to acc
