This is by design, we don't wait for filesystem mounts that are
"outside" the usual heirarchy
You can configure this behaviour by adding "bootwait" to the fstab
options for the particular mountpoint you do need it to wait for.
e.g.:
UUID=e4c7d2d5-0400-418d-bcc2-ffeb4e704cf0 /uuu reiserfs

I have forgotten to mention that the problem was easily reproducible
when home directories were on a reiserfs partition. After converting
reiserfs to ext4 the problem went away. Please find the old /etc/fstab
attached.
