After speaking to Evan, the following would work for the ubuntu-
installer team:
* Exporting translations and uploading a new version only with
translations changes on the 22nd, as soon as the RC is out of the door.
For translators, the relevant date is that of the export, so I'll go
ahead and an

so that we can accept it from the queue immediately after the RC
