It's been a while since I used Dapper. It certainly never happened for
me on Edgy, Feisty, Hardy, or Intrepid.

i had the problem with klogd don't start. when i chanched to hardy 8. .. from
gutsy 7.04
but i uncoment the last line in /etc/default/klogd ant every thing work good.

I am using Feisty now and I don't see the issue. Certainly the problem
did not go away until I upgraded to edgy but there have probably been
plenty of updates to dapper since last may :)

I cannot reproduce your problem - on my dapper system, the permission
are correct and klog is started. Do you still have the problem ?
