This issue seems to have been fixed in the latest development release of
Ubuntu.
(Popularity stars are displayed, making it clear that the results are
sorted by popularity.)

I added code to trunk to test the different searching modes:
Run as:
$ SOFTWARE_CENTER_SEARCHES_SORT_MODE=popcon ./software-center
$ SOFTWARE_CENTER_SEARCHES_SORT_MODE=xapian ./software-center
