I'm affected by this also, but this workaround doesn't work for me, so
I'm unsure if it's the same thing. I'm on Lucid, upgraded in place from
8.04 LTS. I've never tried to report a bug with apport before so I don't
know if it worked under 8.04.

Partial workaround: renice gconfd-2 to the minimum priority. That way
your cpu will still be in constant use, but it'll let other processes
have it when they want it.
Easiest way is to run top, find which line gconfd-2 is on, hit "r" for
"renice", type in the PID from the PID column, then enter t
Ubuntu 9.10rc has this same problem if ubuntu-bug is run as root.
Running it as a non-priv user works fine.

This happens with apport-cli as well, at least in experience with non-root user
logged in.
Since apport must run as root, it is only usable when root is logged into X
server.
