This has to do with consistency, EOG and Evince are very similar but the
scroll wheel behaves differently, this is rather surprising. Since it's
just about changing a default gconf value, I think this should be done.

As long as the Ubuntu packages change the settings in many packages from
their upstream defaults (e.g., Firefox, everything with a Tools ->
Preferences, etc.) why not change the gconf setting to make this
reasonable and consistent as well?

in eye of gnome scrolling the scrollwheel should scroll and not zoom.
zoom should be done using ctrl+scrollwheel. that way it would be more
consistent with other apps and also conforming to gnomes own human
interface guideline.
