The latest snapshot has been packaged and submitted to the PPA, it
should build and be available later today, for both Quantal and Raring.

I'm (one of) the maintainers of that ppa. I don't play EVE anymore, and
somehow dropped off the notification list for new gtkevemon builds.
I'll try to get an updated package uploaded this weekend.

FYI there is a PPA with gtkevemon builds

The builds seem to be outdated though. Lack of packages for Raring is
disappointing as well.
