implemented yet under latest release of totem included in Ubuntu Maverick. You

For a few reasons
* Totem's volume control scrollbar is independent of the system's volume control
* Media keys control system wide volume
* Totem already has volume up/down in the menu, these control totem's own volume

Thank you for your bug report, the mute multimedia key should work out
of the box in GNOME why do you want a totem specific action there?
