Downloading and installing gtk+2.0 version 2.17.5-0ubuntu2 for amd64
fixes this issue. (It would be nice if launchpad could provide "Download
all" link ;)

Many apps fail to launch as a result. For instance, when I attempt to
run mysql-query-browser:

Just a me too. After the latest apt-get dist-upgrade gnome is in very
bad shape; unable to load png icons. This causes many applications to
fail (like network manager), gnome-wm doesn't work etc. The top and
bottom bars (gnome-panel at the top and window list at the bottom) are
flickering madly.
