I have the same issue on Kubuntu 9.10, kde 4.3.1.
Some themes I can not install (press the Install button and nothing happens)...
others it is displayed as installed but the tar.gz file is incomplete. Another
case is the download that gets stuck (and files described above appear in my
directory
I have kubuntu 9.04 and kde 4.3.2 and I am experiencing the same
problem. new themes say they download but do not show up in the list.
When I check in ~/.kde/share/apps/ksplash/Themes there will be an html
file. The only way I can get a theme to work is to manually download
the file and place it
I just tried this with Karmic and KDE 4.3.1 and it worked like a charm.
I know in the past there were some issues, so it seems that they have
since then been fixed. If you feel they haven't, then I urge you to

I forgot: themes can be installed with the Install Theme File button.
This is apparently a download problem. When I try to get a new theme, a
file is generated in ~/.kde/share/apps/ksplash/Themes, which can be a
.tar.gz file, for e.g. theme Oxygen Blue Air, or a file called
sharelinkdownloader.php
