Did you upgrade to ubuntu 9.10, did it fixed the problem.
When the device is down after resume, could you try "sudo hciconfig hci0 up"
and see if it solve the issue.

getting the same type of problem here but with any bluetooth device.
looking at /usr/lib/pm-utils/sleep.d/49bluetooth I'm not surprised -
seems to be a specific call.
I just sudo /etc/init.d/bluetooth restart to fix it but should this
functionality not be in the wake-up stuff
