2 thoughts on this:
1) kwallet/kmail got every right to be a PITA. If you do not store your
password in the wallet, it will be stored in plain text, which is rather
undesirable
2) kubuntu-default-settings in karmic comes with a default wallet, without
password having 2 essential side effects ...
I added bug 397466 for the KWallet-PAM-integration.

Unfortunately, if KNetworkManager is set not to use KWallet, it fails to
connect on startup for me.
A simple workaround to make KWallet work without a password is to set
the password to be blank - open the KWallet configuration, change your
password, and leave the text box blank when it asks you f

In regards to the comment on KNetworkManager using KWallet can be
changed to use a txt file insted of KWallet. Might help out with the
problem

BTW: Used to be a simple thing not to use kwallet & a PITA to use it.
Now, it is even more of a PITA NOT to use it. Keep getting
notifications that kwallet system is not available and what do I want to
do. Well... I've muttered under my breath what I want IT to do... I'll
tell you that. :-\ lol

Ok, can you try the following:
Start kwalletmangager and disable the wallet system in the settings dialog.
Then try to restart kmail and try again to store the password in the
configuration file without kwallet.
