I've experienced this as well on Dapper. It took about 10 times killall-
gnomepanel, before it asked when loading gnome-panel if I wanted to
remove it before starting it. Sometimes it completely froze my system.
I'm running Edgy now, i'll try to check if it is still the case, and if
so, and nobody
