I am aware of that folder. However, it is incomplete. I copied and
pasted the notification icons from the Human icon theme but "Network
Connected" icon still doesn't appear. I don't know what else doesn't
appear.

kwwii knows the mechanisms of icon-theme inheritance much better then I
do. This is actually something that needs to be fixed in icon-themes.

The theme in question needs to inherit from gnome or Human icon-theme.
Furthermore we provide fallback-icons as part of the notify-osd package.
