Hi Marcelo. This is not a bug in Ubuntu, it's a configuration issue on your
machine.
You have "switch_windows = disabled" in your metacity gconf and it should be
"switch_windows = Tab".
You might have had this already in intrepid without noticing because back then
you were using the compiz win

Martin, Visual Effects NONE not works Alt-Tab.
I don't can set to NORMAL Visual Effects, I give a error that don't can
activate normal effects.
I run apport-collect 368661 too.

What setting do you normally have in System::Preferences::Appearance::Visual
Effects?
Does ALT-TAB work if you set it to NONE?
Does ALT-TAB work if you set it to NORMAL?
Also please run these two commands:
gconftool-2 -R /apps/metacity > metacity_gconf_all.txt
gconftool-2 -R /apps/comp
