a way to reproduce that (hoping it isn't only a problem of mine) is
playing with something with snes9express, after a while pressing shift
to see a text message for turbo togglin on and off rapidly, closing that
and watching the behaviour of other apps. this behaviour could be
described as pressing
Since this bug appears to happen with and without compiz I'm changing
the package assignment. Since it also seems to happen with several
different applications that don't even use the same toolkit I'm not sure
what package to assign though.

emesene's chat windows and amule, and the times i get that behaviour it
