Old user : key exists but has no value and is a numeric key
Live CD user on older version : key exists has value true and is a boolean
After reboot on jaunty (it made a long time I didn't actually logged out) : key
exists, is boolean and everything is back to normal
My guess :

you are right and those are correctly showed in a guest session (ie
stock configuration) on jaunty, could you try with a new user on your
configuration? what value does the gconf key has?

I have to disagree. I just tried Ubuntu 7.10, 8.4, 8.10 and fedora 10
and all those distributions show week numbers by default in the clock
applet.
