Yes, this was fixed in KDE 4.2.3 and KDE 4.3 beta1 (See

kbuildsycoca4 did't help.
But after update to KDE 4.2.3, the keyboard module is back.

What happens if you run kbuildsycoca4, and then look in System Settings?
Is it there after you run that command? (And also does the documentation
show up after?)

I am running 9.04, and as far as I can tell all my packages are up to
date (apt-get update and apt-get upgrade).
I have attached a screenshot of the Keyboard & Mouse system settings
panel -- you'll notice the option for keyboard settings is missing.

Which version of Kubuntu are you running? It works fine in Kubuntu 9.04.
