I've had the same problem with last edge Mythbuntu while keeping it updated.
(seems to be) Resolved doing from the console
sudo polkit-auth --user paolo --grant
org.freedesktop.hal.power-management.reboot-multiple-sessions
"paolo" is the user I use.
Change it accordingly.
