I've been having this same issue for probably a couple years now. Only
happens when I reboot/shutdown from Ubuntu, never with Windows Vista or
7. I do have two audio cards. The Intel HDA card is the one that has the
issue. Still no change with Lucid.

Isn't pulseaudio supposed to mute all audio sinks before suspend so that
this doesn't happen?
