I guess this behaviour occurs since version 0.71.2 which intended to fix
bug #214446.

I experienced similar misbehaviour with the "sleep" feature.
- send the system to sleep (=suspend to RAM)
- resume the system
- trigger the notifier applet and click "Restart Now"
result: the system is suspended to RAM !
notes:
- system is Xubuntu 9.04
- I use the xfce4-session-logout apple
