but doesn't appear to take any untrusted inputs. This looks fine as a
requirement for more backlight control in HAL. Approved.

This is desirable to have completed for jaunty because the smartdimmer
code update is a prereq for getting LCD backlight handling integrated
via hal for certain laptops.
