Ah, as I suspected. Indeed the only package which has control over this
is apt, which calls dpkg. It could call it with LC_MESSAGES=C, but then
the user would have a harder time to read the log.

An example would be bug 346278 which was raised by APT. It passes the
translated error message on to Apport instead of an English one.
Maybe that should be changed to make the life of bug triagers easier and make
it more clear that bugs have to be reported in English.

Do you have an example bug? Apport can only translate its own strings,
not the strings from arbitrary other programs.
