I am experiencing the same problem, but I am thinking that it is because of
the sort order of photos.
1) In my case I opened dolphing, located a directory with photos and videos,
and I clicked the first one.
2) both of left an right navigation buttons were enabled
3) by clicking the NEXT button

I confirm the bug in Gwenview 2.3.0, KDE 4.2.95, installed from Kubuntu
Backports PPA in Kubuntu 9.04. It is perfectly reproducible every time.
Moreover, when opening the LAST file in a folder, both the "Previous"
and the "Next" buttons are activated. While "Previous" functions as
