Yeah, this bug was supposed to be fixed in that upload. I just needed to make
sure you had that version before worrying whether or not it was really fixed.

It's working properly now, ran an full-upgrade. kdebase-workspace still
seems to not be installed, but I got 25 updates (pasted below) earlier
and one of them fixed it. The -bin version seems the same too, so
obviously one of the other packages.
kdebase-workspace-bin:
Installed: 4:4.2.0-0ubuntu7
If it's of use:
aptitude show kdebase-workspace-bin
Package: kdebase-workspace-bin
New: yes
State: installed
Automatically installed:
It appears I don't have one installed, which seems a little odd. I did
have upgrade problems as per https://bugs.launchpad.net/ubuntu/+source
/kdebase-runtime/+bug/324277 (My comments near end).
