I changed AVAHI_DAEMON_DETECT_LOCAL to 0 in /etc/default/avahi-daemon.
/var/run/avahi-daemon directory was not created at all. So I assume the
Avahi daemon is not running. Anyway, it stopped the annoying
notif

I have this issue too. It's annoying and I'd like to go away. The

Btw, when I run avahi-daemon start, I see nothing going out on my
network interface. No DNS lookups are done.

It seems a file is created at some point in /var/run/avahi-daemon. If
that exists, avahi doesn't start.
Workaround for me: sudo rm /var/run/avahi-daemon/disabled-for-unicast-
local
