Yes, the hotkey/shortcut support was broken in general in KDE 4.1. But,
as you mentioned, it's much better in KDE 4.2.

I just tested keyboard shortcuts on Jaunty Alpha 4 (KDE 4.2), and they
work. That is, I assigned Alt+F1 to the K menu, and Alt+X to Konsole,
and those shortcuts work as expected.
It's still annoying that KDE keyboard shortcuts are broken in Intrepid,
though. ;)
