this issue is not fixed and can be a major problem since the clock
applet is concerned and for a professionnal use.

Try to kill (kill -15 PID) gnome-panel, it restart automatically and
shadow bug is present but refresh actually seems ok.
Here a file with a lsof (lsof -p PID) output of the gnome-panel process
perhaps this help you.

I haven't specific program i think or system configuration. The ATI driver is
the free radeon driver. I don't install the non-free driver because the free
driver work very fine on intrepid (very good news). Perhaps this is the drive
