I observe exactly this phenomenon on my IBM X41 laptop with Intel i915gm
graphics.
I will try Mr. Borggren-Franck's workaround, but a real solution would
be great.

I confirm this bug on my VAIO VGN C1S/H: screen brightness dims down by
itself and power manager has a slow startup on system start.

A workaround I found is to disable "Dim display when idle" (under both
AC and battery) in System > Preferences > Power Management.
