Could you please file a new bug against base-files, subscribe me, and do the
following:
- edit /var/lib/dpkg/info/base-files.postinst and add a "set -x" after the "set
-e" at the top
- run "sudo dpkg-configure -a" in a te

the "base-passwd" package should have added this line to your /etc/group

I tried appending utmp to the "root:" line in that file but that didn't
help.
Could you post the root line from your /etc/group file and/or the line
that contains utmp please?

The error I get is as follows (and is still persisting even after
updating apt first):

njparton: when you update and install base-files 4.0.4ubuntu2.2, what
errors do you see? I cannot reproduce the problem.

This error still persists for me, updating apt doesn't help.
I hope this doesn't require a reinstall to fix as this is occuring on a
production server for me!

If you update the package list and re-upgrade, things should be fine.
