That is true. And at the moment it is not a bug but rather an
inconvenience, because when a user installs additional language support
(especially spell-checking) it is probable he or she will have files
also in these additional languages.
Perhaps, these auto-detection encoding options should be in
if you use english locale you get the encoding associated to it, it's up
to you to start your editor under a czech locale if you need the

I am using Karmic and the default English (USA) desktop (chosen for both

I think that I have found the cause.
If you use gconf-editor and navigate to the key
"/apps/gedit-2/preferences/encodings/auto_detected" then you will see a
chain of encodings which are considered during auto detection. When I
did so, I could see that any encodings for the Czech language were

I faced the same problems as described at start of this bug. So far I
have changed command entry in the gnome menu for Text Editor to "gedit

Originally /apps/gedit-2/preferences/encodings/auto_detected key had this
content:
UTF-8
CURRENT
ISO-8859-15

I have add
WINDOWS-1250
to the end of the list but gedit still does not recognize the correct encoding

The issue seems similar to
http://bugzilla.gnome.org/show_bug.cgi?id=565868, can you read the bug
and see if your locale lists the encoding in its autodetection lists?
