I am in the same boat. I have an Inspiron 1720, and I can't find any
Mic Boost option. Without it, but Mic is unusable, too.
I found another person with the same problem but no resolution yet:

Me too i am experiensing this bug with intrepid 8.10, i got my mic
working with a working slider but no mic boost or dB bar available so
the mic sound is too low that it's unusable. i have a dell inspiron
1420.
