The user and group name policy is defined in /etc/adduser.conf ( man
adduser.conf for details ) by the variable NAME_REGEX .
I don't know the details about this choice but for instance by being more
restrictive you reduce interoperability problems between systems.

But I wonder, why hardy doesn't accept upper cases. Maybe it's a task for the
next versions of ubuntu.

that can not start with an upper case. This is due to the default naming
policy in Ubuntu.
