I had the same problem. Exchange process got lost all the time.
first I made a backup of my /home/myuser/.evolution folder in case something
goes wrong.
Then I removed the Exchange Account i evolution, closed it, reopened it and
created a new exchange account. Now everything works again!

Actually I think my technical knowledge is too limited to file upstream
bugs. Maybe someone else could do it?
Btw. I wonder why the Evolution developers keep ignoring an OS as
important as Ubuntu by apparently not reading Launchpad bug reports.
