I am closing this bug, because an application should not be responsible for taking care of the available bandwidth and transmission provides a very simple way of limiting it. Not to use the maximum available bandwidth by default would be against any intention. ** Changed in: transmission (Ubuntu)

I had this at one point when fiddling with the options. Suggest doing a bandwidth test on opening and setting the maximum bandwidth for the application (up and down). then, any changes by the user to a higher number should show a dialog stating that the user may experience network slowness. Not
